My question is this. Can the Chair on a three member Board of Selectman, 2nd a motion.. made by another of the 3 person board....do you have the citation

2ndly..if they cannot...can the step down as cthe chair, give the chair to another of the board, 2nd the motion then go back to the chairmanship if so do you have a citation

Thanks

No seconds are required in boards of that size (and in board's of your size it's silly to require it), nor is anyone required to step down to do anything. (RONR, pp. 470-471)

And see FAQ#1

Normally the chair ask for a motion...one of the other members then makes the motion, to do whatever requires a motion, the other member seconds, the chair than asks for the bvote and then casts the third of three votes...

there is an issue coming up...where the chiar does not think on of the members will 2nd a motion, in the past if no one seconded the motion failed, which is why the initial question is/was asked

I would recommend you review FAQ#1 and the pages cited, and unless you have a statutory reason to do so, stop using seconds and worrying about the chair participating.
