Presuming the committee chair is reporting the recommendation to the Board, is the committee chair a member of the Board?

If yes, then the answer to your question is "no".

If no, then the answer to your question is "yes".

The committee chair, if also a member of and therefore eligible to make motions on the board, should move the adoption of the committee's recommendations. A second would not be required, as long as the committee had two or more people on it.
