Can a motion be moved from the floor to suspend an the entire election?

No.

Strictly speaking, it is unclear as to the meaning of "to suspend an election", since the verb in parliamentary procedure has two applications in parliamentary procedure.

(a.) to refer to suspedable rules

(b.) to refer to discipline (members can be suspended, or rights of those members can be suspended).

Q. If you were "to suspend an election", then what are you doing?

(a.) you are delaying the election?

(b.) you are doing away with the election?

(c.) none of the above?
