If a person nominated to an officer position has later been found to not be eligible to assume the office, then how and when is this error corrected?

In general:

• The person is to be officially acknowledged by the organization as NOT being in office.

(He thinks he is in office. The membership all think, or thought, he is in office. Thus, the organization, i.e., the membership, must take a stand and inform the rest of the members that he is not in office.)

• The election is acknowledged as "no election" and you execute Round Two of the election.

In some circumstances, Round Two might be impossible.

If that is the case, then perhaps the best solution would be to treat the situation as if it were a vacancy.

But that is dependent on a number of factors, and not ideal.

this person did win election, but has yet to take office.

Okay. At a meeting of the body that elected him, any member can obtain the floor and make a Point of Order that the election was invalid on account that the winner was not eligible, RONR (10th ed.), p. 244, ll. 10-11. If the point is well-taken, then there will be a vacancy in the office to be filled.
