President making motions

Can a president, as chairperson of an association monthly board meeting make motions aon items to

be voted on by other board members? The president is not acting as chairperson of a meeting held in front of a general assembly or at the association annual meeting. Every motion that was

made the president made and then was voted on. Please advise.

In "small" board meetings (about a dozen or fewer members in attendance - how many in yours?), the rules are relaxed allowing the Chair to participate fully, including making motions, debating and voting.

Well, with respect to the making of motions and voting, this relaxed rule is "...subject to...", ll. 8-10.
