It may only be made by a person who voted on the prevailing side and requires a majority vote for passage.However, I expect the motion you're looking for is rescind. The motion to rescind may be made by any member, even if they didn't vote on the motion originally (actually even if they weren't even a member when it passed). He should let the members make the motions they want to make.But as Mr. Fish (aka "-Bob") has indicated, the motion to reconsider is no longer appropriate.
