Special meeting

"The reason for special meetings is to deal with important matters that may arise between regular meetings and that urgently require action by the society before the next regular meeting." RONR, p. 89

Based on this I concur it should be done at the regular meeting, especially if he means right after the regular meeting.

The President wants to hold a special meeting

A special meeting can only be called if authorized in the bylaws. See RONR(10th ed.), p. 92-93 89-90 for details. (As Mr. Foulkes points out, an accurate reference will probably prove more useful)

after our regular meeting. The agenda is road repair, pool repair, roof repair etc. My opinion is, shouldn't these be discussed during the regular meeting so the membership is aware what the board is doing. mrart

Okay, so you're saying the President wants to have a board meeting to deal with certain subjects that you think should come up at the general membership meeting. Well, you can make these motions at the general membership. It's up to the assembly to decide which issues it wants to handle and which to leave for the board.
