Firstly, he must state why they are out of order, and his rulings are subject to appeal. If the assembly sits there like sheep and never appeals, there's nothing to complain about. But that might have to be done repeatedly. Replacing the presiding officer would, I think, send a stronger message, especially since it appears that "all" the board members object to the president's behavior.
