My question is if we vote a member in at the meeting were we our also voting on officers and board, if that member is voted in first is he or she eligible to vote for officers and board? You can vote on accepting new members early in the meeting before elections or late in the meeting, after elections. However, from the instant a person becomes a member, unless you have a rule to the contrary, he is a member for all purposes and with all rights of membership. I'll bet you are just requiring a 2/3 vote to let the newbies in. See RONR, p. 401ff. We mathematics nerds are quick to point out that " 2/3rds of a majority" is 2/3rds of more than half or (do the math) a vote of more than 1/3rd .
