Only if the organization's bylaws grant him that authority. If RONR governs, then a new president has already been selected the moment the current president resigns - it's the vice president. The selection process as defined in the bylaws would then be used to select a new vice president.

No, unless your bylaws provide specifically in the case of the president that there is some other method of filling vacancies in the office of president, you do not currently have a Vice President, because the former VP became president the moment the president's resignation was effective (presumably when it was accepted).

Your bylaws may specify how vacancies are generally filled, which would apply to the vacancy in the VP's office.  If not, a special election (with previous notice) to fill the unexpired remainder of the VP's term may be needed..
