Such a requirement would have to be found in your rules.

How does having co-officers help the situation?

Perhaps Official Interpretation 2020-3 may be of use.

Only committee members can vote at committee meetings.

Generally a member has the right to speak in debate.

It may also be worth noting that the website now has a link to a PDF for "Sample Rules for Electronic Meetings", which will also be included in the 12th edition.

What would happen if at our AGM the membership votes to defeat the NC's candidates. 

Since there are no nominations from the floor would a special meeting need to be scheduled with a new slate of candidates for election.

Another question is can your bylaws stipulate that the NC candidates be elected by acclimation.

First, unless your rules provide otherwise, a majority vote is required to be elected.

That seems reasonable to me. Perhaps the bylaws could be amended.

Follow whatever disciplinary procedures you have in your bylaws.
