Hi, Our BOD just had its regular quarterly HOA meeting, I am the secretary. In this meeting it was brought up that our President could not vote on a motion. I have the 11th edition of Robert’s Rules Of Order and cannot find the answer. Our board is a small body made up of 7 people all property owners. Would love to hear your opinion and where in the 11 th edition I can find the answer if it’s there. Thanks for your help.

Such a requirement would have to be found in your rules.

Only committee members can vote at committee meetings.

What would happen if at our AGM the membership votes to defeat the NC's candidates.
Since there are no nominations from the floor would a special meeting need to be scheduled with a new slate of candidates for election.
Another question is can your bylaws stipulate that the NC candidates be elected by acclimation.

First, unless your rules provide otherwise, a majority vote is required to be elected.

That seems reasonable to me. Perhaps the bylaws could be amended.
