Can a member make a motion on how reports are to be typed and submitted by committees?

Yes.

A motion like, "... that reports be double spaced, in Courier typeface ..." upon adoption, would be a standing rule.

Call it a policy or standard operating procedure, or custom, the parliamentary term is "standing rule".

Nothing wrong with that.

A member could certainly make such a motion, but I think we will need to know more about what you mean by "submitted" to determine what type of rule it would be, which would affect the vote required for adoption.
