A motion is a proposal that some action be taken. If there never was a motion then there was never anything alive to die.

I took your post to indicate that, at a meeting, the president asked for a motion to appoint Mr. Black to a particular committee. No motion was forthcoming. At this point, the chairman is guilty of poor planning as he should have planned for someone to make the motion if he were bringing it forward from teh chair.

However, the appointment is not dead as the motion could be made again at the very next meeting.

And if the bylaws authorize the president to make committee appointments (check them!) then he/she can make them without any motion (or second).
