Unless, of course, some group - such as the Board - or even the president alone - is authorized by the bylaws or some other rule, to make such changes.

So -- usual mantra around here -- check your bylaws carefully.

And in such case, there should be some minimum required notice of a "reasonable" time to get that change to the membership. If not, the authority to do so could easily provide a location change that prevents some members from finding it. Bad. Verrry verrry bad.

An agenda is just a proposal until it's adopted at the meeting (see FAQ #14). But if the time and place were included in the notice of the meeting, they can't be changed.

Of course, if this agenda posting somehow "officially" serves also as notice of the meeting, that would be an issue. Don't know of course, but if....
