If a Mayor of a municipality, calls for a motion from a member of its Board of Trustees and does not get said motion - Can he bring the Motion himself, legally?

As far as RONR is concerned, all members of the board enjoy the same rights. Either the mayor is a member of the board or he's not.

Your rules may vary.

Q. Is this a meeting of a BOARD OF TRUSTEES?

If yes, then any MEMBER of the BOARD OF TRUSTEES can make a motion.

Q. Is the Mayor a MEMBER of this BOARD OF TRUSTEES?

If yes, then the Mayor can make a motion.

That is, assuming the normal "small board and committee" subset of rules is being applied.

So, is your mayor a member of the board?

Thanks, I've only heard them described as the Mayor and the Board of Trustees. So I'm not sure of the separation, if there is one.

Your board will have bylaws, or ordinances in the nature of bylaws, that cover that and other questions.

Get yourself a copy of them from the Municipal Clerk or Secretary, or ask if they're available on a municipal web site of some kind.

Also bear in mind that municipal governments are subject to your state's statues, administrative code, and case law.
