If a Member declares a pecuniary interest on a particular subject and leaves the room during discussion, leaving the assembly without quorum, can this subject matter be discussed and voted on?

If a quorum is not present, no business can be conducted.

But no rule in RONR requires a member to leave the room because of a pecuniary interest.

However, if that pecuniary interest is something NOT in common with other members, RONR recommends that the member should not vote on that issue.

No. You should have asked the member to come back. While RONR suggests that a member who has a personal or pecuniary interest not in common with other members should abstain from voting on the question, there is nothing in RONR which suggests he should leave the room.
