Problems with e-board member being out of order

We have a board member that constantly interrupts discussions. He never lets you finish talking and is rude. Can he be removed from the meeting? Is so who can remove him? Can board members make a motion to have him removed for the meeting?

The members by a majority vote can order a member removed from the room (RONR pp. 625-628).

Ejection from the meeting is a last resort when everything else has failed. My own sense is that the president is failing to protect the speaker's right to the floor, so some additional training for the president is likely to be needed. For example, it would be proper for the president to step in and say something like, "Margaret was speaking. Let's let her finish her remarks."

One way of dealing with this is to raise a point of order. When the member interrupts, stop what you were saying, turn to the chair, and say "Mr. Chairman, I raise a point of order that the meeting is not in order." If the chair is smart, he will rule that you are correct, and tell the other member not to interrupt. If he is a dunce, explain that you keep getting interrupted, which is against the rules (A point of order is a complaint that the rules are not being followed.)

Do this each time the member interrupts you, or anyone. He will get tired of being corrected by the chair. The only reason he's doing it now is that everyone lets him get away with it.

The board may ultimately remove the board members from the meeting for disruptive behavior (by majority vote), but as Mr. Elsman notes, this is the last resort. See RONR, 10th ed., pgs. 626-628 for more information on handling a disruptive member.
