If not adopted formally, it is just a nice list of topics that the president thinks is pretty.See page 642, line 11 ff., for how to proceed when the chair refuses to state a proper motion moved and seconded. There's always New Business. I doubt that will help with your current President, but it's something to keep in mind when you get a chair who follows the rules.
