Speaking on your Motion

If I make a motion on a topic of discussion, say a bill or some type of legislation, am allowed to discuss that motion in say a debate or pro/con argumentation. Very simply, by making the motion, do I forfeit any right to legitimize it to the members in speaking time.

No. In fact, you have the right to speak first in support of the motion.

When you make the motion and it is seconded, the chairman should state the motion and look toward the maker fo the motion to see if he/she wishes to claim the right to speak first. If you do not appear to be claiming that right, he will recognize the first speaker in line.

You can't speak against your own motion, but other than that, you don't forfeit anything. As noted, you even get to speak first, if you want to.
