Guest Sandy Posted April 19, 2011 at 04:07 AM Report Share Posted April 19, 2011 at 04:07 AM Can a motion be made to "table discussion" if no motion is being discussed. In this case presenting, the budget was being discussed and a "motion to table discussion" ended all further discussion. It was said that once made, no discusson could be done on the motion to table, vote had to be immediate. By table of the discussion, does that mean that no vote can be taken on the budget, if no motion to vote had been presented.
Kim Goldsworthy Posted April 19, 2011 at 05:55 AM Report Share Posted April 19, 2011 at 05:55 AM Can a motion be made to "table discussion" if no motion is being discussed? No. That isn't anything from Robert's Rules of Order.1. You don't table discussions.2. You are supposed to have a motion pending before beginning discussion.Your chair is way out in left field, if your chair allowed this garbled monster to be entertained as if it were a proper motion. If a motion regarding the budget had been pending, a motion to Lay (it) on the Table would not be debatable, so a vote would have been immediate on that. But the motion Lay on the Table should only be used to put aside an issue to take up another issue of emergent quality. And definitely it does not apply to discussion. The motion to use here would be Postpone to a Certain Time, but again only if there was a motion pending to apply that to. So there's nothing "on the table" except the centerpiece and perhaps a stray pen.A question for you: was this at a membership meeting, or a board meeting? tctheatc Posted April 19, 2011 at 03:04 PM Report Share Posted April 19, 2011 at 03:04 PM Sounds like it might've been someones attempt to move the previous question.

tctheatc Posted April 19, 2011 at 03:20 PM Report Share Posted April 19, 2011 at 03:20 PM The budget was being discussed. Someone tried to stop further discussion. OP said " vote" was to be immediate. I'm taking vote to refer to the budget. Sounds to me like a fumbled misguided attempt to call a question. tctheatc Posted April 19, 2011 at 03:26 PM Report Share Posted April 19, 2011 at 03:26 PM They didn't vote to end discussion apparently. That was just DONE from what the op writesI don't think it was a proper call of the question, but an awkward try

I took it to mean vote on the "motion" to Lay on the Table (an undebatable motion). Perhaps Sandy will manage to circumvent the Gotcha screen and clarify a tad bit. Josh Martin Posted April 20, 2011 at 02:43 AM Report Share Posted April 20, 2011 at 02:43 AM Can a motion be made to "table discussion" if no motion is being discussed.No. If discussion is occurring without a motion, the appropriate course of action is to raise a Point of Order.By table of the discussion, does that mean that no vote can be taken on the budget, if no motion to vote had been presented.Someone would actually need to make a motion to approve the budget in order to vote on it, if that's what you mean.
