Can two sisters living in the same house be on the same school board?

Is this a conflict of interest?

What/where is the conflict? -- Between sister-and-sister?

That is not what "conflict of interest" refers to.

"Conflict of interest" refers to "personal-to-organizational". -- Not "person to person".

A conflict of interest will exist when a vote will result in a personal or pecuniary gain for the individual. The classic example is where the motion is to pay a vendor or a contractor for a product or service, and the vendor/contractor is a voting member of the organization.

A sister/sister relationship won't likely ever generate such a conflict of interest.

Possible? Yes. But not likely, not often.

Nothing in RONR would prohibit it.

Is this a conflict of interest?

RONR does not use the term "conflict of interest." It does suggest that members should not vote on issues in which they have a personal or pecuniary interest not in common with other members (although they cannot be compelled to abstain). So there may be particular issues which come up in which one or both of the sisters should abstain from voting, but there is no reason they would be prevented from serving on the same board.
