President refuses to call a vote

What do you mean by this? Is this person making a motion for the Previous Question? or is this person in some manner saying "hey let's vote on this"?

If a motion is properly made and seconded, and the chair has no reason to rule it out of order (and there are reasons why that might be), then he should continue in the process, stating the question and then opening the floor for debate (if the motion is debatable). After debate has concluded, the chair puts the question to a vote. That's the normal process.

If the chair feels there is some parliamentary obstacle to considering and/or voting on the motion, he should state it so the assembly knows why. His ruling is subject to Appeal, a majority vote needed to overturn his decision.

So, could you offer a few more details, perhaps?

If a member moves the previous question, someone is willing to second thew motion, and no one else has the floor, then the Chairman has to put the motion (moving the previous question, not the actual motion) before the assembly. Previous Question requires a 2/3 vote to end debate and vote on the main motion.

Rev Ed, I suspect that Melissa P.'s question might not be about the motion for the Previous Question at all. Melissa P., would you please clarify by answering David?
