Is this person making a motion for the Previous Question? or is this person in some manner saying "hey let's vote on this"?If a motion is properly made and seconded, and the chair has no reason to rule it out of order (and there are reasons why that might be), then he should continue in the process, stating the question and then opening the floor for debate (if the motion is debatable). After debate has concluded, the chair puts the question to a vote. That's the normal process. If the chair feels there is some parliamentary obstacle to considering and/or voting on the motion, he should state it so the assembly knows why. What is an LBR file?If you go back far enough, it was a file format for libraries (collections of files) under the CP/M operating system, created by a program called LU.These are also known as "Novosielski libraries" for some reason.
