At our last town council meeting during call to the public a council member made a motion for the person at the podium to be removed from the meeting. Can this be legal? Isn't the Mayor the presiding officer. Is there a statute that allows this?

You will need to ask a lawyer.

Maybe or maybe not. It is your Town Council. As far as RONR is concerned a member can move to have a nonmember removed from the hall or the Chair can order it (subject to that order being Appealed by a Council Member) but since this is a Town Council there very likely are applicable laws that would have a say on the subject so you should ask a lawyer.
