A meeting has been announced with the clear statement that this is a called meeting, not the regularly scheduled time, with the statement that this "is the only matter before the council on this date." Is it proper for other action to be taken? If action is taken, is it ruled out of order?

Only business mentioned in the call of the special meeting can be validly transacted. See RONR (10th ed.), p. 90, ll. 16-24. If other actions are required to be taken in an emergency, they will need to be ratified later to be the legal actions of the society.

It sounds like a Special Meeting was held and RONR p. 90 says:

With the exception of motions that relate to procedure without direct reference to a particular substantive item of business, only business mentioned in the call of a special meeting can be transacted at such a meeting.

However, unless the bylaws specifically authorizes the calling of a Special Meeting you can't have them (RONR p. 89).
