In a small board meeting (about a dozen or fewer in attendance) the chairman (I assume that's your president, and he is a member of the organization) can indeed make motions. In larger meetings, the chair should maintain impartiality which includes not making motions, among other member rights he should refrain from exercising.

But why do you say he cannot vote?

Can a President of a board make motions, even though he cannont vote?

If he cannot vote, I assume he's not a member of the board (pretty unusual) and if that's the case, he can't make motions.

If he's a member of the board then he can do both.

Do your bylaws give you reason to suspect that his rights are limited in some way?

Is there a reason, other than 'common knowledge', to assume this President can't vote?

I heard this argument at a board meeting (different board, of course) just a week ago -- a member confidently informed the president that he couldn't make a motion, based on nothing other than folk wisdom about parliamentary procedure. Our bylaws actually place no such restriction on the president's right to make motions, nor on his right to vote.

Perhaps your organization has a similar misconception?
