When Chair has to hand over control for a motion to be made

Have an upcoming election, and 3 of people currently on the Board are up for renomination, two being the current President and Vice President. When the slate of officers are presented to the attending membership, it will be done by the Nominationing Committee Chair. Once the candidates have been determined, inlcuding floor nomintions, can the Committee Chair call for a motion to approve?

No. There is no point in approving the report of the committee. It is what it is.

What happens next is that the chair calls for additional nominations from the floor, followed by an election, typically by ballot.

And if your bylaws specify a ballot, then a ballot you must have.

But your bylaws might allow unopposed candidates to be elected by acclamation. Check to see if they do, or not.
