See OI 2011-1, which says, in part:"In many cases, the text of the 11th edition has been modified to incorporate much or all of the substance of an interpretation in an unambiguous manner, so that the need for further explanation is less likely to arise...." Well, yes, but OI 2011-1 (and a note at the top of the old OI) points out that the citations are obsolete and should not be used.
