Any member has a right to make motions. p. 3. (Evidently your HOA manager hasn't got very far in RONR, yet.)What the president should do is refrain from, not exercise his right to, make motions when he is presiding in a meeting. He is supposed to be, or appear to be, impartial and fair to all. The way to do that is not make motions and thus be perceived in favor of what he moved. p. 467, plus index references to "impartial". But also see FAQ #1, which isn't exactly on point, but discusses the obligation of the chair to maintain impartiality, and so might be useful.
