The assembly may adopt a standing rule concerning recording devices (see p.265) but it sounds as if you may have no such rule. perhaps the president was informally proposing such a motion via unanimous consent, and if nobody objected, declared it carried. the time to object would have been then. perhaps you want to propose a standing rule (see p 18) concerning recording devices at the next meeting.
