Suspending bylaws

For my fraternal organization, we have a bylaw that states a vice president must reside in the fraternity house to be elected. We are currently re-electing one of our VPs because he has stepped down. We want to suspend the bylaws (if we get a 2/3 vote of course) to allow members not living in the house to be able to run because it is only for a half-term and they cannot move in mid-term. Is this method of suspending the bylaws allowed?

No.

Not even if you get a unanimous vote.

Instead, you would have to amend the bylaws to remove this requirement. Suspension is not an option unless this rule has a provision in it that allows for suspension.
