Deferring Your Minutes to Comment to another person

But per Ms. Frasure's rule, "everyone that wants to comment is allowed two minutes" and Ms. Frasure's rule supersedes Mr. Robert's rule.

Not that we even know if "everyone" is a member or if these "comments" are being made during debate on a motion.

Hello-If everyone that wants to comment is allowed two minutes and a member of the group has already used their two minutes, can anotherr person defer their time to the first person?

Question: Is a member of the group, also considered a member of an assembly? Generally, in certain types of meetings, specifically, some muncipal governmental bodies, non-members of the council are given the priviledge to address the council or board during a particular portion of the meeting; for a very brief period of time.

In this type of arrangement, only members of the municipal board would be considered "members of the assembly." But, allowing this is would be according to some sort of rule outside of RONR.

Yup. Perhaps carelessly, I read the rule as two minutes per speech, not altogether.
Not that we even know if "everyone" is a member or if these "comments" are being made during debate on a motion.
