Simply put, if you have a quorom of 28 members and one person was running unopposed and that persone received 14 votes for them, 10 votes against, and 4 obstained votes, do those votes count against them? Someone who has abstained has not voted at all.Moreover, abstentions cannot "count" because abstentions are never called for nor counted in the first place.And if he was running unopposed, how is it possible that there were votes "against"? The only way to vote against someone on a ballot vote is to vote for someone else. And if a ballot vote was not required, then he was elected by acclamation.In any case, he was elected.
