Double Resignation

If an Executive committee votes to suspend Roberts Rules of Order and have an open discussion on a topic and the President ends up resigning during this discussion does the resignation stand or must it be voted on during the next general meeting? Also, if the Secretary resigns immediately after this meeting "citing that she will not work for the new President" when do these resignations take effect? We must move forward and we need to fill the vacant Secretary position immediately. When can we proceed? I will move up from the VP position and need to know how to get these resignations confirmed and over with so we can move forward. This is an NPO, all volunteer organization. Both resignations were verbal.

Check your bylaws and other rules to see if you have any special rules about resignations. Otherwise, you need to take action at a meeting. In the meantime, have somebody fill in as Secretary Pro Tem until you can straighten things out if the current Secretary will not do the job. This is not a perfect solution.

If RONR is defined in the bylaws as your parliamentary authority, you can't suspend it completely. What you can do is suspend specific rules in RONR (within limitations, see RONR, 11th ed. pp. 263-265) that prevent you from accomplishing a specific purpose.See p. 260 ff. in RONR for a detailed discussion of the motion to suspend the rules.

Aside: I'm not sure it is in order to suspend RONR even if it isn't specified in the bylaws as your parliamentary authority.

The resignations will need to be accepted at the next meeting. You could have accepted the President's resignation at the meeting, but apparently you didn't. The resignations take effect when you accept the resignations. Notice must be provided in order to fill the vacancies.

What if the meeting above was held without the committee's vote to suspend Roberts Rules of Order?

It wouldn't make any difference. The committee's decision to suspend the rules to have an open discussion has no bearing on this issue.

Do keep in mind that the people who said that they were going to resign are still members, and if the resignations were not accepted in a properly called meeting, can still rescind their resignations.

Check your bylaws as to whether or not your executive committee can accept a resignation, or if it should be done at a general meeting. Also keep in mind that your President is still President, although one who may think that he has already resigned and doesn't have any obligations at this point. (ie, don't forget to invite him to the meeting).

Good catch. I forgot about this bit. As a general rule, the body which is empowered to fill the vacancies is empowered to accept the resignations. If the Bylaws are silent on who may fill the vacancies, then it's the body which elected the positions to begin with.
