Your bylaws may provide for vacancy filling, in which case they will describe who (or what body) is authorized to appoint/elect someone. Otherwise, you would most likely have to gather the general membership for a special election. Without knowing your bylaws (and please don't post them here), it's difficult to give a specific answer.

Our Bylaws do not cover this. Some members feel the board should elect someone, while others feel the president has that power.

Then what are those members reading that leads them to think this way? Neither of those positions is supported by RONR, if your bylaws are silent.

It is not uncommon for bylaws to provide that the board can fill vacancies, but yours apparently don't. It would be rare for the president alone to have that power and without a bylaws provision, it would be nonexistent.
