You had an "incomplete election" and you have to complete it by finding additional willing people (at least one) and electing him/her to the board with the same electorate doping the job. Can the board be four until they appoint an additional member?Yes, but the board can't appoint someone, it has to be done by election, a process which you haven't yet completed, but must.
