A little more detail.For instance at the Royal Order of Water Buffalo held in Bedrock if the mayor was not a member, he could not make a motion.Likewise the mayor of Hollyrock could not make a motion at the council meeting of the city of Bedrock.But if they Mayor is a member of the organization, then he can make a motion.The rules for small groups apply usually for city councils.I assume your question comes from the fact that the mayor is also acting as chair. If the mayor is also the chair of the council, however, he should relinquish the chair to do so and should not return to the chair until the main question is disposed of, unless the council has adopted a rule to follow the small board rules.The rules for small groups apply usually for city councils.Well, the rules for small boards only apply to a full-fledged assembly (such as a city council) if the assembly's rules so provide. See RONR, 11th ed., pg. 16, lines 12-16. It's quite possible that many councils adopt such rules, but the key for Susan will be to find out whether her council has adopted such a rule.
