A resolution is simply a specific form of motion (often with a "preamble" containing one or more "whereas" statements followed by a concluding "therefore" statement). A motion would be put in the form of a resolution if the maker of the motion (and/or the assembly) wanted to include the reasons for adopting the motion (the "whereas" part) in the motion itself, or if the motion is particularly long or complex. There is no rule in RONR that "a resolution must be on the board members' desks for a specific time before a meeting". In fact, there's no mention of board members' desks at all.

Often a resolution is the form of a motion that can be used to make clearer what was adopted, for various reasons. For example, for most purposes a motion to direct the Treasurer to open a checking account at ABC Bank and a resolution stating that same thing would be equivalent for organization purposes. When you go to the bank, however, often the bank wants to see the approved resolution, attested to by the Secretary.

Resolutions oare often used to acknowledge work done by various folks to honor them.

What is the difference between a resolution of a board, and a motion? I know a resolution must be on the board members' desks for a specific time before a meeting, but who determines what needs to be in the

form of a resolution?

Do your rules require previous notice of a resolution/motion? If they do I don't think it really matters whether or not a motion is cast in the form of a resolution or not, you need to give the required notice.
