Additionally, I would say that such restrictions would need to specifically apply to pro tem officers. If an organization's bylaws provided that only members could serve as officers, that would not, in my opinion, generally apply to a Chairman Pro Tempore. Lastly, even if a restriction on Pro Tempore officers was in the bylaws, such a provision could be suspended by a 2/3 vote, since it would be in the nature of a rule of order.
