At a recent Bd. meeting unit owners were told that they were not allowed to ask questions and that bd. members did not have to answer any questions. I can't find anything in Roberts Rules to this affect. The only thing I found in our bylaws is that they don't have to answer questions if they are personal in nature. Are they allowed to do this? Others ("guests") may be invited to attend and speak (but, of course, never vote). Such a rule could be adopted but you can't really force someone to do something they don't want to do. Though it might make it easier to replace non-responsive board members.
