There are regular meetings (e.g. the third Tuesday of each month) and the bylaws of many organizations also provide for special meetings in case something comes up that can't wait until the next regular meeting (or if the organization wants to call a meeting to deal with a specific (i.e. "special") question). So, if there's an emergency, you'll need to follow your rules for calling a special meeting. However if it's a real emergency (e.g. the clubhouse is on fire), members could act individually with the expectation that their individual decisions will later be "ratified" as an official act of the assembly.
