Elections

Our organization votes for a delegate and an alternate to represent us in the larger group. Do both positions need to be nominated and elected seperately, or is the alternate merely the runner up in the election?  Our bylaws make no provisions for this.  Also, should one of the nominees withdraw prior to the election, is it neccessary to reopen nominations, or is this reopening still subject to a 3/4 majority to take place.

Since the runner up could not possibly have received a majority of the votes, that would not be appropriate.  A separate election is necessary, or at least separate listings on the ballot for the two offices.

Reopening nominations requires only a majority vote.  Where did you come across this 3/4 requirement?
