Committee to add members

A motion is to be made by a standing committee to set up a special committee.  The standing committee will make nominations for the special committee members and additional nominations will be made from the floor. A part of the motion reads, "The committee will have power to add or replace members and to enlist subcommittees to support as necessary."  The motion will be debated and a majority vote taken.  My question is - Does RONR permit the special committee to add/replace members without the assembly being aware, nominating, debating or voting on the new special committee member(s)?

Only if the assembly has authorized the committee to do so (as this motion proposes to do).

Well, it sounds like that's what the motion says, doesn't it?  And that's what counts.  RONR doesn't permit it, as written, but RONR does permit you to pass a motion that permits it.

 

If that's not what you want to happen, vote against it or, better yet, move to amend it to say what you think it should.
