Do you have classes of membership? Or does it mean someone who isn't an officer? It may be up to your organization to interpret that bylaw provision. That is something we cannot do for you. Interpreting bylaws is beyond the scope of this forum. In RONR, a member is a member is a member. If 11 members (regular or otherwise...irregular??) are necessary for a quorum, then as long as there are 11 regular members there, you have a quorum, regardless of whether some of those members are also, officers, directors, committee chairmen, or whatever. It is up to your organization to define or interpret what a "regular member is". In RONR land, a member is a member. You either are a member or you aren't. Just make sure he doesn't "recuse" himself by leaving the room. This assumes that his decision not to vote is voluntary. If he's actually prohibited from voting the answer is a bit more complicated.
