Lack of a quorum at annual elections meeting

1. They do if your bylaws say they do.

 

2. At the next meeting. Or the one after that. Or the one after that.

 

3. Check your bylaws for how special meetings can be called (if they can be called at all). If there's no provision for calling special meetings you'll have to wait until the next regular (e.g. monthly, quarterly, annual) meeting. 

 

3a. You could adjourn a regular meeting to a later (more convenient) time. It's a continuation of the same "session".

And, agreeing with Mr. Guest, you can do # 3a in the absence of a quorum.  It is one of the four things you can legitimately do in the absence of a quorum.  See page 347 of RONR.
