Calling for a vote

A board member has made a motion and it has been seconded. Discussion has been had and the question has been called. The President refuses to call for a vote. (because he doesn't like the motion.)  What are the options for the rest of the Board? Can the VP call the vote?

I think the issue is the President is refusing to put the question (to a vote). 

 

If in the future the President refuses to put the question to a vote a member (of the body of which is meeting) should raise a Point of Order that he doesn't have a proper reason for refusing to put the question (and be prepared to Appeal an adverse ruling).  If all else fails see RONR pp. 650-651 and Official Interpretation 2006-2.

Thank you for your replies. Mr. Huynh is correct on the question. In the last case, he simply didn't agree with the majority, so refused to call for a vote. I had originally read FAQ 11 and 20 and now must review our by-laws.
