If they don't then you can't have them (RONR p. 92 ll. 9-13). Then (assuming Special Meetings are authorized) you do whatever the bylaws require in order to call one. The President would preside (or the VP presides if the President isn't there). If both the President and VP aren't there then the Secretary (or any member if the Secretary also isn't there) would call the meeting to order and preside over the election of a Chair pro tem who would continue to preside until a President or VP is elected (RONR pp. 452-453). However, be aware that resignations aren't effective until they have been formally accepted (unless the bylaws say otherwise). So the Board members shouldn't be scattering off in all directions until that small but very important item of business has been concluded. Or try to convince the directors that they can't just "say" they've all resigned. And that if they fail to act responsibly you'll consult an attorney.
