Edgar Guest Posted April 13, 2015 at 11:26 PM Report Share Posted April 13, 2015 at 11:26 PM If the only right of membership that's absent is the right to vote, all other rights of membership (e.g. the right to attend meetings, the right to make motions, the right to speak in debate) remain. But a better solution is not to have any non-voting members at all. Non-members can be invited to meetings and can be allowed to speak. By the way, seconds are not required in "small" boards (with fewer not more than about a dozen members).
Gary Novosielski Posted April 14, 2015 at 01:17 PM Report Share Posted April 14, 2015 at 01:17 PM That was supposed to say non-voting! RONR presumes that voting is a fundamental right of membership. If you have invented a new creature called a non-voting member, you will have to look to your own custom rules to determine what rights, if any they retain.
