Second, even if a second is necessary, but the chair fails to get one before opening the motion for debate or putting it to a vote, the lack of a second is deemed waived. A timely point of order would have to have been raised at the time of the breach. Once the voting begins, it's too late. It''s actually too late once members start debating the motion. To get your learning under way, get a copy of RONRIB:"Roberts Rules of Order Newly Revised In Brief", Updated Second Edition (Da Capo Press, Perseus Books Group, 2011). It is a splendid summary of all the rules you will really need in all but the most exceptional situations. And only $7.50! You can read it in an evening. Get both RONRIB and RONR (scroll down) at this link. Or in your local bookstore. And be sure to come back with questions when they come up.
