Can a Chair Delegate Authority

Our church's Bylaws state that "...the Senior Pastor is the spiritual leader fo the church.  Spiritual leadership involves serving as ... Church Moderator..."  Our new pastor is is not at all familiar with Robert's Rules or how to conduct a business meeting.  Does ROR provide for the moderator to delegate those duties to someone else?

No. But the assembly (the members present) can, at the start of each meeting, choose someone else to preside by selecting a chair pro tem (a temporary presiding officer).

For a more permanent solution, you might want to amend your bylaws.

See also Matthew 22:21.

And when you finish rendering, get a copy or two of RONRIB:

"Roberts Rules of Order Newly Revised In Brief", Updated Second Edition (Da Capo Press, Perseus Books Group, 2011). It is a splendid summary of all the rules you will really need in all but the most exceptional situations. And only $7.50! You can read it in an evening. Get both RONRIB and RONR (scroll down) at this link. Or in your local bookstore.

And then present one of them to your new Pastor as a "Welcome to the Parish" (or something) gift.  Invite him/her to use it for sermon material!
