Or it could vote to take a recess so as to allow the members to discuss the matter among themselves. A member can also make a request to make a presentation while no motion is pending. To further answer her question in this thread, if her board board has the period of discussion prior to an actual motion being made, the normal rules of debate would then kick in once the motion is before the assembly and each member would be able to speak up to two times for ten minutes each, subject to the normal rules of debate. The "speeches" made during the period of discussion before a motion is actually before the assembly would not, in my opinion, count against the members' debate on the motion itself....unless the assembly adopts an order limiting debate on the question. You shouldn't be having discussion before the motion in a board your size to begin with, but if the assembly permits it in a particular case, members may still speak twice on the motion after it has been made, unless the assembly adopts a motion to Limit Debate. Let's see if we can even get through one meeting where in debate on a pending motion each member may speak twice. Just want to get rid of all the back and forth and poorly run meetings!!!
